auth: extract reusable sendVerificationEmail utility, enable sendOnSignUp

- Create src/lib/server/email-verification.ts with exported utility function
- Use it in auth.ts sendVerificationEmail callback
- Enable sendOnSignUp so verification email is sent on registration
